Just made an Offer on an auction on eBay. It came back with an instant decline. Made second offer that is still pending review.

Auction has BID price and Make Offer button. No RESERVE PRICE visible.

How is that set up? Seems like a minimum price was set up for offers that triggered the rejection instantly.

Yes! As a seller you can set up to instantly refuse offers that don't meet the minimum you set. (lets say $10) You can also set up offers that are instantly accepted. (lets say $20 or above) And when it's something in between (anything above $10 & below $20), ebay notifies the seller and then he chooses whether to accept it or not. So when he sees it, and either accepts or declines, ebay will let you know.
